Two screens, but duplicate the panel

II have two screens. I would like to just press a toggle switch that says... copy the panel.
then from either screen I can get to the menu and maximize open programs.
I would like also to have two screens but duplicate the icons.

In my case, I plug the computer into the TV because it is much nicer. Of course this also makes it the best choice for a primary screen. Now if I use the TV as a TV the computer doesn't know and it just stays on. BUT the screen is devoid of icons menu etc... I think the problem must be encountered by a fair number of people.
