I've been comparing Linux Mint Cinnamon with Linux Mint MATE. Of the two, my preferred desktop is Cinnamon, EXCEPT FOR ONE THING... I wish Cinnamon had a way to change the background colour and transparency of the Panel as one can do in MATE. Would you consider including this feature in the next release of Cinnamon? That would make Cinnamon perfect!
I do not want to use MATE because I find Mint's menus and environment MUCH BETTER ORGANIZED and user friendly.

Panel background colour depends on the chosen theme. Transparency of the panel and main menu (plus other applets) can be adjusted in some of the themes (such as the Cinnamox themes). Look in System Settings, Themes, click on Desktop to change themes. First click on Add/Remove and update the theme cache to see all available themes.

Also look in 'System Settings - Extensions.' There is an extension to adjust the Panel transparency. There are three setting for this, I have semi-transparent selected.

Also use this, note it doesn't work with all themes (can't remember which) and don't know if it works with LM19.1, I'm running LM19.0 with mint-Y-dark.There is an extension to adjust the Panel transparency.
