Of course you have to have Systemback running. Set it up for once a day. If you don't, then delete the above files. In that case, a restore is impossible, but you instead get a return to the KDE defaults -- which still may be better than having a corrupted panel.Go to most recent Systemback backup in Dolphin.
Find and copy these (two) configuration files:
~/.kde/share/config/plasma*
Go to same location in 'working' home directory.
Hightlight directory name config and Paste
Files will overwrite, without root privileges
Restart desktop with <Ctrl><Alt><Backspace>
Previous Panel configuration will be restored.

From within the Systemback GUI, I couldn't figure out how to mount the drive containing my home partition, so I just used replacement files, directly.
