Mint 19 Install Issue

I am having issues with both Linux Mint 19 and Ubuntu 18.04.
After installation, the system reboots to a black screen with a flashing cursor. Have tried accessing GRUB on bootup, but to no avail. HAve tried editing GRUB.CFG files, but they are read only, and I can't reset them.
I believe from what I've read that this is a video driver issue, but I can't seem to get aaound it.
I have a ThinkStation D-20 desktop with what I believe to be an ATI RV620 Pro (Radeon HD3470) dual screen video card.
Can anyone provide assistance here?

I noticed that this is your first post. Welcome!

Which OS did you install last? Did you check to see if it was in Legacy or EFI mode while installing.

That might have been the problem.

Thanks Jerry,
I'll try a reinstall and see if I find that option. I don't remember seeing it in either of my other installs. I have Mint 19 on my D: drive, and Ubuntu 18.04 on my C: drive at the moment. Since I couldn't get 19 to work, I tried 18, again with no visible results.
Thanks for the welcome greeting. I had Mint 17 I believe some time ago, but went to Ubuntu 16.04 when it came out. Was excited to try 19, but stumbled a little in getting off the ground.

that option is not found in the installation ISO...that setting/settings is found in bios/uefi...also make sure that secure boot is disabled...DAMIEN

No options in my BIOS for Legacy/UEFI. . Any other suggestions? Thanks.

I've run the commands and sent to txt files, but they won't attach to the reply, (something about invalid file type) and there's too much to try and type back in. I'll keep trying and let you know.

Tried reloading video drivers last night, but both 18.04 and Mint 19 tell me the current drivers are installed. I"m wondering if it's a grub issue, since I never see the Grub menu on boot?

Update -
IT'S GRUB! I installed Super Grub 2 , and have a bootable system. Updating Mint 19 now. It loads fine. Thanks for the info everyone.

It's an ISO image. Just downloaded it and output it to my C: drive.
