Hello,
so I have this problem : plymouth splash is only displyed at shutdown, but at boot I only get a blank screen. I'm not using any proprietary drivers (just ati free xorg drivers).
I've googled around but all I tried was useless (except adding nomodeset in GRUB_CMDLINE_LINUX_DEFAULT but it gave a very low resolution).
Any ideas?

That is by design as for all boots with black screen for all newer mint distro's.
Cinnamon & KDE are included in that.
Some with a lot of fiddling get it to work.
I haven't bothered with it myself.
