how can we avoid mbr for boot record

hello all
we know that windows boot from partition boot record of primary active partition as cmos setting
but linux need to be install its boot record on mbr and not using primary active partitions
means that booting program will not boot the entire boot sector but loading booting files of the system directly
the boot chain cannot be intended easily to partition boot record of the drive of the root system

how we could overcome this issue and install boot record on root drive boot sector
of the partition we made primary active

i tried several times to do so but failed and the main problem is in the boot program it self i choose to install boot files on partition
boot record but system cannot load

so i would ask if there is any boot program can do this easily and why programers not programing this steps to be used easily like windows doing

so we could boot any multiple systems easily by any boot programs without system failing boot
