I have a dual boot (with win 10) laptop that ran fine with previous versions of Mint Cinnamon - 17.3 being the most recent. I installed Linux Mint 18 and ever since the beta version and now the final stable version, it boots up with the time 4 hrs behind real time (eastern time zone - North America) on the clock.
I can fix it by logging into date and time settings - turning the 'network time' off and then immediately on again - and then - voila - within minutes the clock indicates the correct time. But it always remains 4 hours behind unless and until I do this step.
Win 10 doesn't seem affected by whatever I do with Mint - it always has the correct time. And the various versions of Mint that I have had previously on my laptop did not have this issue. And same with my desktop with Mint 17.3 and its previous versions.
I've tried googling the issue but to no avail, Any suggestions? I'll need to fix this issue on my laptop before I am willing to update my desktop from 17.3 to 18.

The previous post reference to a posting suggests editing the rcS file and setting UTC to 'NO'. However, 'man rcS' in linux mint 18 reveals that -
The EDITMOTD, RAMRUN and UTC variables are no longer used. The UTC setting is replaced by
the UTC or LOCAL setting in /etc/adjtime, and should have been migrated automatically. See
hwclock(5) and hwclock(8) for further details on configuring the system clock.
Whereas 'man rcS' on my mint 17.3 desktop includes how to set UTC, so assume that 17.3 is different than 18. (Related to the different ubuntu version?)
in any case, a quick scan of 'man hwclock' on mint 18 did not reveal an obvious solution to me - it was a little inscrutable. I'll try again later but for now just setting the 'network time' off and on when I boot up is an easy work around.
I'm open to suggestions about anything obvious I missed.

You find the solution for Mint 18 here, but I do not recommend that. Preferably change the setting in Windows, as described in the post, that richyrich linked.

I am unwilling to make the linux revision suggested since previous posts indicate that it can cause problems with updates. I am unwilling to make the suggested revisions to win 10 since I depend on it and am not willing to risk it not working correctly. I will keep Mint 17.3 on my production machine until this issue is addressed with Mint 18.
I tried a rapid fire series of restarts on my dual boot laptop that with win 10 and Mint 18 that experiences this issue. Win 10 always boots with the right time - Mint 18 is variable - sometimes the time is correct and sometimes 4 hours behind - it doesn't seem to matter whether linux or win was booted most recently - Mint 18 is either 4 hours behind or is the correct time. And sometimes Mint 18, if it starts 4 hours behind will correct itself without any action, and sometimes will stay 4 hours behind for several hours until I shut down or restart.
It seems that this is an anomaly (a bug or feature) with Mint 18. I would be surprised that I am the only one experiencing it.
I don't need it fixed right away - I can wait until Mint 18 is fixed (since I will continue to use Mint 17.3 which works correctly in dual boot with my production PC).
But I would like to post this issue somewhere where it can be worked on and fixed.
All that is needed that Mint 18 works correctly in a manner like 17.3 for this issue.

Since there were no posts indicating that there were others with this issue (and I was sure there would be if there were very many), I decided to go ahead and upgrade my production PC with the Sarah 18 upgrade procedure.
It went well as far as I can tell in the few hours afterwards. In particular, Mint 18 on this PC seems to deal with the system time and hardware clock accurately as did mint 17.3 before (even if my test PC still occasionally boots up 4 hours behind).
The upgrade procedure seemed to be successful, even if it took a while (a 4-beer update - not a bad thing).
A few installed apps such as QGIS weren't upgraded but were easy to reinstall.
Unless a significant problem arises I don't think I have any further need to post to this thread.
