I'm following the instructions to upgrade from mint 17.3 to mint 18 and i get this message when trying to install mintupgrade..
Here is from my terminal...

Hello neomaxi - Go into Software Sources and make sure you are using the default mirrors. Click the tab on the bottom of the panel to select the defaults, then update the cache.

Yup, I have some users on Linux Mint Cinnamon group on Facebook who are also experiencing the same issue, yet their Software Sources is set to the default.
