LM18 slow boot and shutdown.

Ever since I installed LM18 I have been having problems with slow boot times and slow shutdown times. Sometimes the computer won't even shutdown at all, as was the case today. When I came back in the morning, the computer was showing a black screen and still spinning its fans. I suspect this is a problem that comes from Ubuntu but I decided to post just in case someone can help.

In addition, and less critically, after logging in there is a +/- 30 sec period of black screen before Cinnamon shows up. It's possible that I've tried some other things not mentioned below that I can't remember because I've been at this for days.

Solutions attempted:
  • Purged Samba.
  • Verified that swap partition UUID is the same in blkid as fstab.
  • Changed grub output from 'quiet splash' to 'profile'.
  • Disabled unneeded startup services in Startup Applications and used BUM to disable bluetooth (which my computer doesn't have anyway).
  • Changed timeout on /etc/systemd/system.conf to 10s.

1: Can you run Mint n this computer from a live USB?
2: Did you try to swapoff (using gparted, to turn off your swap partition)?
3: Was it a clean install or an upgrade from 17?

2. No and I wouldn't see it as a solution because my system runs out of RAM pretty easily.
3. Upgrade from 17.3
