trying to install tar.bz

I am trying to install soundconverter-1.4.2. I have installed plenty of tar.bz files before, but this one wont even try. 1st I tried install it from the desktop and I get no such file or directory. Then I used archive manager to extract it and tried again. below is posted what happens

dw5437@dw5437-desktop ~ $ cd /home/dw5437/Desktop
dw5437@dw5437-desktop ~/Desktop $ ./configure soundconverter-1.4.0.tar.gz
bash: ./configure: No such file or directory
dw5437@dw5437-desktop ~/Desktop $ ./configure soundconverter-1.4.0.tar.gz
bash: ./configure: No such file or directory
dw5437@dw5437-desktop ~/Desktop $ cd /home/dw5437/soundconverter-1.4.2
bash: cd: /home/dw5437/soundconverter-1.4.2: No such file or directory
dw5437@dw5437-desktop ~/Desktop $ cd /soundconverter-1.4.2
bash: cd: /soundconverter-1.4.2: No such file or directory
dw5437@dw5437-desktop ~/Desktop $ cd
dw5437@dw5437-desktop ~ $ ./configure soundconverter-1.4.2
bash: ./configure: No such file or directory
dw5437@dw5437-desktop ~ $ make soundconverter-1.4.2
make: Nothing to be done for `soundconverter-1.4.2'.
dw5437@dw5437-desktop ~ $ sudo make install soundconverter-1.4.2
[sudo] password for dw5437:
make: *** No rule to make target `install'. Stop.
dw5437@dw5437-desktop ~ $ sudo make install /dw5437/soundconverter-1.4.2

What is wrong with this picture??? Thanks in advance for any help

You should extract the files first :roll:
