It can still be used but in an unsupported way?
After 'expiration date' it could still upgraded?

No more updates.
No more security updates so it's a ticking time bomb if you connect to the internet.
No more software repositories to install new software.

After 'expiration date' it could still upgraded?
Depends when Mint takes the repositories down. Don't expect them to be there long (if at all) after 17 end-of-life.

At now the following is possible:

Upgrading from LM 17 to 17.3, than upgrading from 17.3 to 18. But the latter step is not recommended, so a new installation will be necessary.

Short after the expiration of Mint 17 the upgrade path to 17.3 will be no loner available, so a new installation will be needed in any case.

This means in the result, that you can wait until 2019 to upgrade, but you should not wait until the last day, as you will most likely need some time to accommodate to the next version you use.

It means, there is a way to do an in-place upgrade, but it involves the command line and it doesn't always work properly, so much so, that many of us (myself included) recommend a complete reinstall when updating between major versions. Also as mentioned previously if you leave things to the 13th hour, there will be no option whatsoever to upgrade without a complete reinstall.

Impossible to answer today. We know nothing about Ubuntu 18.04, which will be the base for Mint 19.x. We know nothing about Mint 19.

What we know at now is, that an upgrade tool for upgrading from 17.3 to 18 does exist, but it is not reliable and not advisable to use. If and what will exist for 18 to 19: Nobody knows.

What we know is, that after the release of Mint 19 there is still one year support for Mint 17.x. So you have enough time to decide, what to do and than do it. No need to get nervous at now.
