Upgrading from 18.1 has (unless you specifically elected otherwise) left your original kernel in place; installing 18.3 new installed a newer one. Which is to say that the kernel used on 18.3 has an issue with your Nvidia graphics. You can no doubt get it to boot by adding "nomodeset" to the kernel command line; I believe you can boot the Live DVD/USB even with "nomodeset" directly from its grub menu. Not sure whether or not it would then also install the system with that "nomodeset" already present or if you'd have to do so manually; for the latter case, many posts on this forum on how to do so. I would do so and then first of al either upgrade the kernel to something newer than the 18.3 default kernel or downgrade it to for example the 18.1 default kernel, and try and remove "nomodeset" again.
