So I was using the mint upgrade manager to upgrade my system from 18.2 to 18.3. I noticed that a file had failed to download, so I canceled the process with the intent to start over.
Then I started it again. Instead of checking my system and starting over, mintupgrade, just started installing the half a dozen files that had been download when I canceled.
So....
I'm sure if i reboot my system I'm toast. What can I do to fix this failed upgrade??

I, personally, would let it finish, with or without "missing files", then reboot. Upon reboot it will probably finish.
It's not a good idea to cancel an upgrade, from my experiences.
But, others here may offer better options.

That seems to have worked. Excellent! The 1gb it most likely refers to what it might need when the packages are extracted on hard disk...
On the extra apps: i can't recall by heart which exactly are the newer apps that do get installed on a clean 18.3 (ie. not upgraded via earlier 18.x versions). But for certain, the following 2 are: mintreport & TimeShift.
Especially the latter, Timeshift, it can be a real-time (and data!) saver, ie. i'd certainly recommend it under any case, just sudo apt-get install timeshift...
