[SOLVED] Update Manager: Opening official-package-repositories.list - ifstream::ifstream (13: Permission denied)

I was trying to follow the instructions for upgrading from Linux Mint 17.3 Rosa to 18 specified https://community.linuxmint.com/tutorial/view/2316, but I keep getting a permissions error. Among other things, when I open the Update Manager window from the start Menu, this error occurs:

Prior to running "mintupgrade check" and "mintupgrade download", I ran the following command:

sudo apt-get dist-upgrade
This command ran for a couple of minutes and probably upgraded files that didn't need to be upgraded. Originally, the error that I'm receiving was referencing /etc/apt/sources.list.d/getdeb.list. As a result, I added read permissions to "everyone" for all files in the folder. Unfortunately, I have no idea what the permissions for the file /etc/apt/sources.list.d/getdeb.list were supposed to be.

Now the error is referencing /etc/apt/sources.list.d/official-package-repositories.list.

Here's some information that may help:

Please have a look at this https://ubuntuforums.org/showthread.php?t=2303945. Read through the whole thing. The solution offered on the 2nd page seems to solve a similar problem as yours.

Thanks Marziano, that helps:) I did need to perform an additional step, though. After issuing the command referenced in your link:

cd /etc/apt/sources.list.d/ && sudo chmod 644 *.list

where * just expanded to all the files in the directory, I then opened up the Applets window from the Menu Button on the taskbar. In the window, I clicked the button in the bottom right labeled "Restore to default". I think this reset the Update Manager applet that was appearing in my tray. The Update Manager is no longer reporting any errors. Thanks!
