Mint 18.3 KDE oem install?

I am trying to use 18.3 KDE for an oem pre install and the option seems to work to install the system but after booting up there is no icon for preparing for shipping to end user. I know the command it runs is oem-config-prepare so I ran that from a terminal and it prompted me for a password as it should. Upon rebooting it goes through the oem setup screen asking for username keyboard password etc. But after that it just boots to a black screen. If I hit ctrl-alt-f1 I get the txt based login but there is no gui.

Any ideas why the icon is missing (perhaps because this functionality is maybe broken in 18.3 kde?)
