I attempted to install 32 bit LM 18.3 on a Dell Inspiron 1011 and also on a DM9. The resulting installations' screens were black on the left two-thirds showing on the right side what ought to be there. I have since did a nuke and repave with LM 17.1 on the 1011, which worked fine.
Any suggestions on how to get a proper installation of the 32 bit LM 18.3? Thanks.

The Dell Inspiron 1011 is quite an old netbook. Try LM 18.1 which comes with Linux kernel 4.4. Otherwise, try ... https://fossbytes.com/best-lightweight-linux-distros/ , eg Linux Lite, Anti-X/MX-16, etc.
LM 18.3 comes with kernel 4.10 = may be too new for your old netbook. LM 17.3 comes with kernel 3.19 = supported until April 2019.
In general, old computers are more compatible with old Linux kernels. May be time soon to buy a new computer.

Is there information on which kernels work with which computers? For instance, I also have a Dell E7240 on which I installed Mint 18.3. I'd like to know what is the latest kernel I can install on it.

I now believe it is a problem with Cinnamon.
If, after doing a clean install of 18.3, I run Update Manager but don't let it install any Cinnamon updates, the Dell Mini starts and runs as it should.

Graphic driver does not work properly, using the
vesa driver might help.viewtopic.php?f=42&t=266554&p=1449844#p1449844
