Add Russian layout by default depending on location

Hello.

I'm tired always changing my layout (while installation process) from Ukrainian to Russian.
As I understood, layout is set automatically depending on location.

My location (nearest city) is Europe/Zaporozhye. And always by default is suggested Ukrainian, not Russian layout.
Zaporozhye, as most of other Ukrainian cities use Russian language, so specifying Ukrainian layout by default (which will never be used) is not very good, as for me.

Debian installer, for example, has regional settings (when you specify them, than time zone, currency, location will be corresponding);
it has Russian (Ukraine) clause.
That clause sets location to Ukraine, currency to UAH, language and layout to Russian.

Linux Mint doesn't has such, it just suggests layout which will never be used.

I suggest to highlight Russian layout by default in installer when current location is Europe/Zaporozhye, because in this region Russian language is used.

Also a bit of offtop:
in Calendar applet's settings First day of week is set to "Use locale default".
But week in that applet starts from Sunday anyway.
(maybe because I used English language)
Don't know, if its expected behavior or not, to set first day of week depending of language, not location, or locale.
