I have exactly the same problem: Mint 18.3 booted in 5.4 seconds, and Mint 19 takes 5.7 seconds!
I haven't figured out a solution, but your slow booting might be caused by some sort of setting. Have you checked your settings?

in my computer it's more like 30 seconds until the login screen appearsMint 19 takes 5.7 seconds!

By slow, how slow do you mean? My old Dell Latitude D630 (2008 vintage) was slowing down in Mint 18.3 but when Mint 19 came on the scene slowed down to >6 minutes. Once running Mint 18.3 again, upgrading the Kernel to 4.15.0-29 brought back the >6 boot time from 2 minutes under the 4.13.0-45 Kernel. to readGRUB_CMDLINE_LINUX_DEFAULT=
saving it and running sudo update-grub in the terminal, both Kernels returned to a more acceptable (with spinning disks) <1minute.GRUB_CMDLINE_LINUX_DEFAULT="quiet splash video=SVIDEO-1:d"
I'm not saying this is your problem but older rigs are certainly frustrated by this problem. Look at your disk lights are they giving long bursts of activity or are they stopping and starting? Mine were before the grub update but now run in long bursts like in the old days.
