  3. Clem's step by step instruction How to upgrade to Linux Mint 19
  4. Reading and following the step by step instruction carefully may result in a successful in-place upgrade from Mint 18.3 Mate to Mint 19 Mate.
  5. Next step would be adding the Cinnamon desktop.
  6. Final step might be removing Mate.
The mintupgrade tool itself is not meant to in-place upgrade and switch desktop environments at the same time.
