Mint 19 slow boot

Hi, I've just installed Linux Mint 19 on my laptop, and it's taking a very long time to boot.
What happens is after I select Mint from the GRUB menu, it just sits at the mint logo with the dots for over 2 minutes, with no verbose text or disk activity, then the HDD LED will light up for a few seconds and it boots up the rest of the way in seconds.

Running off a Corsair Force SSD, and dual booting with Windows 7, so it's not a drive speed issue. System was installed in EFI mode, could that have anything to do with it?

You can set more speed via TLP settings.

I don't think TLP is responsible, since the slowdown happens before Mint finishes booting

Okay, for anyone interested, I think I've solved the issue, it seemed to be down to having home folder encryption enabled. After reinstalling with that option disabled I get
