Probably the best solution, because upgrading from the Ubuntu 16.04 codebase to the Ubuntu 18.04 codebase is simply too big a step:
1. Boot from the Mint 19.1 DVD (or live USB);
2. Save your data onto an external medium;
3. Do a clean installation of Mint 19.1.

@rohitkav123, I guess you have to update 18.3 to Mint 19 first, and only then proceed updating to 19.1. Though, as I have learned from my own experience updating from 18.3 to 19 is also a tricky business - it updated but with many errors. I did a clean install instead.
