Trouble Booting into Linux 18.3, Windows 10 Dual boot

I've been using this setup for a few years, with no problems.
Now when I try to boot I get this message.

Gnu grub Version 2.02~beta2-36ubuntu3.14

Minimal bash-like line editing is supported. For the first word,
TAB list possible command completions. Anywhere else
TAB lists possible device or file completions.

grub>

Entered "exit " then it boots into Windows, then I restart to try to get the grub menu.
But all I get is the same grub message above. How to fix this Grub Problem?

Disclaimer; I'm not an expert just have done this dance this a bit
Just use the Super GRUB2 Disk (its also on the SystemRescueCd (note launching from their menu is a bit hard to find) to boot Mint

Then repair / sudo update grub

the problem is grub damaged or unable to be found (you can read extensive info at Super Grub 2 site , rEFInd and IBM

Dual boot is a PITA with Windows.
Changes like update grub versions, shims and Windows changes can keep the boot dance goin back and forth from Windows to Mint, etc.

Personaly I reinstalled sometime later (wiping rEFInd), using Linu MInt 18.3 Sylvia (Mate). It is the way to wie Windows 8.1 completely using the default install which makes a homogenous GPT partition wiping all the old (some people might not want that though so be warned!)
And also makes Windows go away finally and cleanly.

The bottom line is if you keep Windows or even another OS and dual or multiboot then even if you use rEFInd the boot order can change, grub or other get mixed up and so forth.
