I have two copies of Mint 19.3 Mate on my computer. I would like to remove one of them.
How would I go about doing this?

Do you mean you've got Mint installed to two partitions on your HDD?
If so - from the installation you want to keep, open the Disks tool, select the partition with the installation you want to remove, and format it - doesn't matter what type, just to remove its contents.
When it's done, open the terminal and run

Boot from the version you don't want to remove and remove the other one.
