Can't add shortcuts to new task bars - New v20 Install

New v20 installation. The OS came with only a shortcut panel bar at the bottom of the screen.
I right clicked this and "Add a New Panel", and added one at the top.
However, its blank, and there appears to be no way to add any shortcut to it.
If I right click, there is only Panel Settings and no "+ Add Applets to the Panel" like in the older version.
In fact there is no add option at all.

The only way I can add shortcuts is to the bottom taskbar, and that is through the menuing system (Right click item----> Add to Panel).

How do you add shortcuts to the new, blank taskbar I added at the top?

In Ubuntu, I can left click on any shortcut, and just drag it from the bottom panel to the top, or vice versa. Or, simply drag icons from the desktop, directly to the top or bottom panel to create shortcuts. Its a great feature. Is there any applet to add this to Linux Mint?

It appears "Mate-Panel" is the new app that doesn't work to add shortcuts, and 'gnome-panel' is the old one that allows to add shortcuts.
Re-installing 'gnome-panel' and 'gnome-panel-control' won't launch, so maybe you need to uninstall 'Mate-Panel' first?

Its these simple things that end up with me spending half the day trying to get the functionality I already had to begin with.
I swear I am turning updates OFF and never upgrading LINUX MINT again.........,never, never, ever....... lol
