Grub has made windows hdd unbootable
2 HDDs both were bootable, uefi bios. Mint 19.1 and Windows. And grub made Windows unbootable, I can boot only from grub boot menue. Is it possible to make windows HDD bootable back without reformatting it?

Have you tried going into BIOS and looking at your boot list - move the entry for 'windows boot loader' to the top of the list if you want win to boot first and give you no choice of win. Alternatively, on boot press whatever Fn key your PC requires to get the one-time boot list where you can select win. The Fn key varies by manufacturer, on my laptops it's F12, on my desktop F11.

Windows boot loader is unaccessible in F11 boot menue. I can choose my HDD model but there is no booting, just grub resque command line

Boot into your live session usb and in terminal copy & paste the following command and post the results back here so we can see your specs.
inxi -Fxz

but2 HDDs both were bootable, uefi bios.
If you are only seeing the drives and not entries for 'ubuntu' or 'windows boot loader' then that suggests you are booting in legacy mode.Windows boot loader is unaccessible in F11 boot menue. I can choose my HDD model but there is no booting, just grub resque command line

Then try disconnecting your LM drive, and see if it boots into winwoes.

To start with, need to see your partitions. Boot to Live Mint and run sudo parted -l and post up output.
Also what is output of:-test -d /sys/firmware/efi && echo efi || echo bios?

efimanager shows that windows boot manager is inactive. I made it active. And after that i see windows boot option in f11 boot menue, and i can boot from it. But i cant change boot sequense using efibootmanager.And i cant with editing bios. Bios editing makes windows boot inactive back.
I use ~$ efibootmgr -o 0001, 000E, {my bootlist}
where 0001 is win boot manager, but efibootmgr writes i write wrongly.
