I have just figured out that; if I don't create any password for a new user (admin or standard) the user himself can not set his own password through GUI in LMC20.2Uma.
I think, this is a bug.

how are you creating these users such that the system doesn't require an initial password to be entered?

By default the new user is included in the
nopasswdlogin
group if "user creator" failed to click on the "No password set" button and set a password.Of course after passwordless login they can't set their password not being in sudo group.
