Had not restarted this laptop for some time. When I finally did a restart, it took 2:16 minutes to come up to the log in prompt. This laptop had normally booted in just a few seconds. I tried some of the recommended checks and cannot interpret the systemd outputs. Can someone please deciper and explain for me?

Try disabling automount for all partitions except / and /home (by commenting out those entries in /etc/fstab) and removing all unneeded drives/external devices.
If you wish, posting the output of cat /etc/fstab may be helpful.
AFAIK, such problems are frequently caused by incorrect entries in /etc/fstab
Seems pretty basic to me. Don't remember why the "errors=remount-ro" entry was made

Going through the logs I found the following entry - this took 1min 30sec of wait time:
[ TIME ] Timed out waiting for device /dev/disk/by-uuid/996d43dc-adc1-403b-a395-f327930320f9.
[DEPEND] Dependency failed for /dev/disk/by-uuid/996d43dc-adc1-403b-a395-f327930320f9.
[DEPEND] Dependency failed for Swap.
I don't know what device has that uuid. Swap's uuid is different.
The only external drive I have is a 64G SD card for Timeshift. Pulled it and it doesn't make any difference.
The other external item is a wireless mouse on a dongle. Also no difference. (Using it because the touchpad on the laptop has failed.)

The swap UUID has changed from the one assigned at installation (Have you formatted / regenerated UUID for the swap ?).
Please chage the swap UUID in /etc/fstab to the current one. ie. sudo sed -i 's/996d43dc-adc1-403b-a395-f327930320f9/47254cd6-679e-4c99-8edc-ee9b9db2b882/g' /etc/fstab
Please note that this command won't work for anyone except the OP with his/her current partition layout (UUIDs of partitions used).
A general solution is to sudo xed /etc/fstab and comment out the unnecessary lines (by adding a # in front of the unnecessary lines).

You are correct. I created the Swap partition after the installation. Never noticed the difference in the UUID. I suspect you are correct in that it is the problem; however, I cannot test for that at the moment.
I mentioned earlier that my touchpad wasn't working. Last evening I took the laptop apart (for the umpteenth time) to attempt to figure out if the touchpad was bad or something else was the problem. In the process I messed up a cable connector that now keeps me from booting the laptop. I ordered a replacement along with a replacement touchpad. Until they get here, I won't be able to pursue this problem.
I will definitely provide feedback/information to continue this problem to its resolution.

Could have booted up live and checked the touchpad.

It is a random number made at the time you assign the UUID.
It is used to avoid confusion.
(/dev/sda1 may become /dev/sdb1 on a different OS / live system , but, their UUIDs remain constant irrespective of the environment)
The part I need to fix the Dell laptop that had the failure will be a month coming from China. I moved the drive into a ThinkPad (same problem showed up). Then I entered sudo sed -i 's/996d43dc-adc1-403b-a395-f327930320f9/47254cd6-679e-4c99-8edc-ee9b9db2b882/g' /etc/fstab as you suggested and the huge delay in boot time is gone! The fix is much appreciated.
In moving the drive I discovered that the touchpad still didn't work - even in the different laptop. Somewhere the touchpad got disabled and I need to pursue that problem in my Mint Mate setup.

Update: Touchpad fix was nothing more than enabling it in Control Panel.
