Always take you systemd-analyze readings after a reboot,
there are first boot utilities that run and take extra time.
Sounds slow though--even with a hdd spinner.
Is this the same drive that came with the laptop?
hds will slow in their elder years. Run the smart disk
checks on that drive.
Everything in life was difficult before it became easy.

no relocated sectors!
Excellent.
I suspect a clean install on that drive will boot much faster.
systemd-analyze times with hdd----30-40 seconds on your dual core would seem normal.
With a ssd 8-12 seconds would be expected

on this rather bargain basement I7:
$ systemd-analyze
Startup finished in 2.932s (kernel) + 1.926s (userspace) = 4.858s
graphical.target reached after 1.441s in userspace
