Linux Mint Vanessa upgrade for LM20.3 libopenmpi error

Hi I'm upgrading from LM20.3 to LM21 and encountered an error associated with libopenmpi as follows

 libopenmpi-dev:amd64 depends on openmpi-bin (>= 3.0.0-1); however:
  Package openmpi-bin is not configured yet.

 dependency problems - leaving unconfigured
No apport report written because the error message indicates its a followup error from a previous failure.

I have treid sudo dpkg --configure -a and reinstalling libopenmpi from apt but get the same error
I opened /var/lib/dpkg/alternatives/mpi in a text editor and it has a number of blank lines midway through it which I wouldn't have expected Copy attached).
mintupdate is stopped displaying " An issue was detected during the upgrade and displaying a check again button.

I have found a couple of posts on an ubuntu forum referring to problems with libopenmpi duirng the update from 18.04 to 20.04 a few years back
Does anyone have any suggestions on how to proceed?
