Are there boot options to not start services?

There are some services I would like to start only when the machine is on mains power. Is there a way at boot to detect mains vs battery then start or not start things like MariaDB?

On battery, I might manually start a service when needed then stop it when not needed. Perhaps scripts serviceson and servicesoff I can run by hand then some sort of boot detection script to run serviceson if on mains..
