usb3 ports willl not enable usb2 device

Please don't post information like you just did use the code display brackets </> as it makes it far easier to read.
You haven't said what usb device your are using flash drive, external hd....
With the device inserted, start terminal and copy & paste the following command and post the results back here in between the code display brackets </>

It does not matter what type of device.  All usb2 devices return the error when inserted  in a  usb3 port.   usb3 devices are recognized in the usb3 port.

In this example if I insert the mouse dongle id-ed below in the usb3 port it throws the exception.
