How to customize the colour of Mate panel?

I have installed a theme called "Energreen" on Linux Mint 14 Mate but the panel colour doesn't look the same as on gnome shell. How can I change the panel colour in gtkrc and how to add a background image to panel in gtkrc again because I know how to do it in the classic way :D One more thing how can I make the menu bar look like the rest of the panel? I have attached the theme and the panel background I want :D Thnx for your help :D

Mate use still use GTK2 not GTK thus this theme will not display the same as using The Gnome Shell. To change the color and picture of the MATE Panel right click and choose properties then background.
