installation problem

hi, i`m new to linux mint, and know a bit about apt-get but now I have a piece of software called gstreamer that I need to get working.. I downloaded it separately but now I don`t know how to install these files.. after unpacking I get the following directory

Did you look for instructions on the page where you downloaded the file from?

yes, there are none as far as I can see...
