I'd recommend to start with checking the SMTP settings in T-Bird against the server address specifics supplied by your ISP. From what you describe, I don't think it's a T-Bird problem but rather a settings situation.

I think DataMan is on the right track. There might be a typo in the settings, (I have done this!) Also, you might try deleting the mail account and recreating it. If it is a port setting your ISP can provide you with that information. Since you can receive mail it sounds like Thunderbird itself is fine.
