The annotations get stored inside of the PDF document, so I guess, that they are readable also from other places. The question is, if the document viewer respects the PDF file format standards; I did never test it. Do a test yourself. The quickest way is to open the PDF file with annotations in Firefox.

My test results:

Pdf read, edit

Document viewer (Xreader)
Read
+ Bilder, interne und externe Links (opens in standard browser)
+ Bookmark a page: see, add
Annotations
- Displayed only on double click
- Make: Style yellow, black, needs to be adapted each time.
- Cannot bei moved or deleted (annotations made can be deleted with Okular).
+ all above seen fully functional in Okular, Firefox.
- Chrome: Functional except internal links. Annotations are displayed only on double click..

Okular
Read
+ Displays all elements and int/ext links are working
- Opens links in firefox
Annotations (called reviews)
- Formula entries made with Xreader are reset after making an annotation with Okular
+ F6, right click to change the default annotation styles and order; tools can be duplicated i.e. to make lines in different colors
+ Double click a tool to use it permanently
+ Can be deleted, to move hold ctrl first
- Hard to jump to as each page and each author needs to be opened first
- Cannot be searched
Correctly displayed in (see also below in tools
+ Xreader: all except: stamps, notes in a polygon
- Firefox: only Pop-up notes
- Chrome: all except inline text, straight line, polygon, stamp
on Windows:
- Chrome and Firefox as on Linux
- Edge: all except notes, straigth lines, stamps
+ PDF-XChange Viewer: all
+ Foxit Redader: all
- Reader (MS): all except inline notes, free and straight lines, stamps, in-document-links
How the readers display the annotations
X reader, F irefox, C hrome
+ XFC 1 pop-up note: decent default color style in light gray
+- X 2 inline text annotation: drag up a window with black lines (no change afterwards), changable background, opacity, align (left, center, right), font
XC 3 freehand line: color, style, opacity
XC 4 highlighter
X 5 straight line: add note with double click
- X (without notes) 6 polygon: make a close form, add note: double click
- 7 stamp: no own text, single click places a square. rectangular: click and drag
XC 8 underline
XC 9 ellipse

Not tested yet on Windows: wC hrome, wF, Adobe, wXV PDF-XChange Viewer
