when i start the mp3 download it downloads very fast.
but after a two seconds it is so slow.

I don't think the issue is Linux Mint related, I'm guessing the problem is with youtube-dl. You might want to file a ticket here --> https://github.com/rg3/youtube-dl/issues
I've been using youtube-dl on Windows for some time now and I too noticed in the last week or so youtube-dl has slowed way down for me as well when downloading from Youtube.com. The last 3 updates didn't fix anything, including the latest 01.21. My average was about 250kbps, it's now about 50kbps when downloading audio only, the DASH itag is 249. You don't mention the source of your mp3 downloads so can't say much or experiment to see what I can get. DailyMotion has always been very slow from the start using youtube-dl. These are the only 2 sources I use yt-dl with mostly.

Perhaps it's your ISP throttling?
