How do I configure wine?
Wine 1.6.2
Linux Mint 18.0 Cinnamon 64bit
I will be using it run forscan to monitor my Ford using OBDLink II Bluetooth from my laptop.

Have you checked the Wine website's database to see if that program will run in Wine?

sudo apt-get install playonlinux
create virtual drive
select latest wine version in playonlinux wine version manager
browse and select .exe to install windows program or game

Been a while since I did this, but as I recall it's just three steps.
1. Per website, for 64 bit Ubuntu (and therefore Mint), run
2. After installation, an entry for Wine will be added to Menu. For a repo install, configure Wine will be one of the items on the list. Alternatively, and the only way for a ppa install, run
3. Somewhere along the way, you'll be prompted to install Mono and Gecko, which generally you will need.
If that doesn't do it (meaning my recollection is faulty), take a look at the User's Guide.

Yes but test results on https://appdb.winehq.org can be old so you should always check if the program or game works with latest Wine version.
