DNSCrypt-proxy-2

I'm having trouble finding a clearly laid-out how to for this.
Every set of instructions has brought me to a point where what I see in front of me makes no sense.
For example, one site tells me to see what might be listening on port 53, and uninstall whatever it is - in my case it's "dnsmasq" and I don't know if I need that or not, and can't get an answer to that question.
Here's some places that have left me confused:
https://github.com/jedisct1/dnscrypt-pr ... tion-linux
https://github.com/jedisct1/dnscrypt-proxy/wiki
https://github.com/jedisct1/dnscrypt-pr ... /README.md
http://www.webupd8.org/2014/08/encrypt- ... -with.html
https://www.shellhacks.com/encrypt-dns- ... -dnscrypt/

After I install DNSCrypt-proxy and set the DNS server to localhost, network-manager won't restart without a reboot, and then dnscrypt etc doesn't work.
I'm obviously setting something wrong or missing something entirely of course.

What else can I post to figure this out?

In-post you refer to DNSCrypt-proxy. If you are talking about the from the repository available dnscrypt-proxy package: I recently looked at that and found that package to be rather badly architected: viewtopic.php?f=150&t=265479&p=1446778& ... t#p1442643. Supposedly that still helps to get the layering of things clearer though.

If the "2" in the title has specific meaning, you'll need to be more explicit about what you got from where and what you are trying to do to it...

Sounds like DNSCrypt-proxy was dead/dying and some of those involved have picked it up again, if I have it right. It's on the github page above
https://github.com/jedisct1/dnscrypt-proxy

I have no idea yet if it's worth the effort; got pointed to it by the "Resident Paranoid" Person at ArsTechnica. Want to get it up and running to see.
