Do not install from the repos, it is missing some components. I found it a pig to install. My installation notes:

Install in the order shown, installing fpc before fpc-src generated errors. Even when installing as shown, an error was generated installing fpc.
This did not seem to be a problem and Lazarus installed without issue.
Starting up Lazarus generated error messages – it had found configuration files for a previous version (1.6). There is a folder:
Told it to upgrade. Should have deleted this first. Note, deleted all previous versions and packages for fpc 3.0.0. and Lazarus 1.6 before installing the latest. Also redo backup of root prior to the update – backup date is 20180119.
Ran Lazarus and loaded example files to check they compiled, previously had problems where it couldn’t find the instances unit. All okay.
