Many times - but not all the time - there is a red line around the welcome screen. Never seen it before.

Possible reasons.
Have you installed graphics drivers yet from the driver manager?
What about running update manager to get cpu microcode updates?.... they've been shifted from the driver manager apparently.
You need to tell us more about your machine.. in terminal
