VLC Not working right on Mint 19 clean install

Downloaded Mint 19 and did a clean install. Found out that VLC when clicked on a video will give me sound, but the picture is all messed up and it opens 2 windows one is a privacy thing and the other is the video. Works fine in 18.3 same computer. Tried it a couple of times and 2 fresh clean installs. Must be a bug. default video player works fine.

Mine installed and plays both music and videos fine, but I can't open files from my extra drive. I can drag and drop them into the player, and they play just fine, but VLC won't see the drive.

delete .config/vlc/ folder.
picture is all messed up and a privacy thing ? what's that

Weird...I just tested this with my WD Passport drive and it saw it fine, both through a shortcut I made (/Backup-Data) and the actual mount point (/media/me/Backup-Data).

What version of VLC are you using, the one installed by default or the flatpak version?

I have the same issue with vlc
VLC worked fine on 18.3, but on a clean install of 19, vlc plays choppy/stuttering/freezing.
The default player, xplayer, or mpv, smplayer ... ALL play fine.

Tried rm -rf on ~/.config/vlc, and re-installing vlc, but the same issues remain.

Well, the default Mint (Mate) 19 vlc seems to be working slightly better now, but only after I did the below, as found from here:

wasn't aware about vlc lagging this much, i have it installed in mint19 but don't use it only for video test comparing like this. vlc can't play the birds file, i downloaded the first one. it lags beyond measure. file plays fine with smplayer/mplayer engine and mpv. smplayer/mpv engive framerate skips

i use nvidia and have drivers and vdpau instralled

That's a settings issue. You need to activate mkv dummy elements in advanced settings, they are off by default:

it's been quite a long time since i played with vlc advanced settings, enabling dummy elements fixed it. in case some users not aware of that open:
vlc>tools>preferences and at the bottom Show Settings ALL > Input&codecs>Denuxers>Matroska and select Dummy Elements

i have no idea if this will help you...it did help me for some reason with my VLC which was flukeing out much like yours...it cant hurt so might as well try and then reboot...DAMIEN

That fixed it, for Mint 19,
but in my system case, ONLY in combintation with your VLC settings suggestion, AND, your other i965-va-driver, libvdpau-va-gl1 pkgs ..., for Mint 19.
As a side note, even without the "i965-va-driver, libvdpau-va-gl1 pkgs ..." in Mint 19, xplayer, mplayer, mpv, ... all played fine, but yes, so it appears that for VLC in Mint 19, all the above needs to be done.

Summarily:

- Mint 18.3 : VLC 2.0.2 plays fine, (not sure of the i965-va-driver, libvdpau-va-gl1 pkgs ... were previously in Mint 18.3?), no changes needed.

- Mint 19 : VLC 3.0.3 requires (as per @gm10 suggestions),
1./ i965-va-driver, libvdpau-va-gl1 pkgs .... ( as mentioned in viewtopic.php?t=272069#p1487767 ), AND,
2./ enabling mkv "Dummy Elements"in VLC settings.

Hopefully Mint 19.1 will run a bit more smoother, if installing cleanly.?

However, i did already have the "mint-meta-codecs" pre-installed during a Mint 19 clean install.
