Hi. Bluetooth in Mint 19 is not finding any devices. Tried an Android phone, the girlfriend's windows OS, and an old Nokia (all discoverable) - nothing. But the windows OS finds and pairs with the Android phone.
Uninstalled the default Bluetooth software and installed Blueman. Assuming it's right that this appears as 'bluetooth manager' in menu? Still not finding any devices though.

see if your bluetooth status by typing in terminal
/etc/init.d/bluetooth status
if Active: is active it's okay, if it's inactive (dead) make it start by
/etc/init.d/bluetooth start
after that go to bluetooth manager on the preferences (adapter --> preferences) make your bluetooth adapters Always visible, then close.
grab your phone turn on your phone's bluetooth, and see if Bluetooth Devices see your phone by click on search. when it sees your phone or whatever bluetooth devices try to pair with it. If successful on your phone it will show the confirmation pair number, and on the computer same thing, both of them accept it. and on your computer click on always accept it.
next time whenever you click on your phone's bluetooth it will connect to your computer....

Truesarang, that did not work for me. The output of /etc/init.d/bluetooth status showed that the service is active and running. Something did show up in red in one of the results:
