I am trying to use the Application program GRAMPS from Synaptic.
The documentation of the app says that it requires GTK 3.10.
How do I determine from the list of installed packages in Synaptic
that my system Mint 18.3 satisfies this requirement?

Everything you can install from the official repositories is guaranteed to have its dependencies met, that's the whole point about having these repositories. Gramps is in the official repositories. You'll only run into problems when you start installing software from external sources. Are you actually having a problem?
