Mouse stutter/stops - LMCinnamon 19 x64

Hi all,
Hope this is the correct section for this post.

I have noticed that sometimes the mouse pointer stops at various points around the screen. Even on an empty desktop - no open apps - it happens. Once in a while it is smooth but sometimes it gets stuck. Often times it is near the lower part of the screen but not always. As I move my mouse, the pointer stops but eventually starts again. Almost like CPU is super busy but when I check resource monitor it is basically no more than 5% on any one thread.

My other install of Cinnamon 18.3 is totally fine.

In a terminal:
sudo apt install htop

Start htop from within the terminal. Keep an eye on it as it might reveal the culprit.

p.s. You may want to cut down on the catnip mate - I can see from your photo that you're overdoing it.
