gdebi-gtk says:

'viber.deb' is not a Debian package
The MIME type of this file is 'application/x-debian-package' and can not be installed on this system.

You can install it using dpkg:

sudo dpkg -i viber.deb

But after that it reports that the package is broken and the update manager on every update will want to deinstall it and you have to install it again. The settings are kept so you just have to repeat the installation.
