Question, I think I still have Picasa on LM17, on a drive somewhere, could I copy that to LM19 as I cannot download it any more?
or is there any way that I can transfer that programme from one drive to another?

The German computer magazine Chip offers Picasa 3.9 for downloading still: Picase 3.9
Download link: picasa39-setup.exe
In case clicking the download link directly should not work, go to the Picasa 3.9 page on Chip (link above) and navigate to the Chip download from there yourself.
As this is a Windows setup file, you need to have Wine 3.0 installed on Mint 19 in order to be able to install Picasa 3.9.
Whether simply backing up the old Picasa application folder on Mint 17 and restoring it on Mint 19 will give a usable Picasa installation, I do not know. Never tried. You still would need to have Wine 3.0 on Mint 19.

You can definitely copy it. It might even work.
