Which Gnome application controls the "Shut Down" panel?

By the shut down panel I mean the window that comes up after clicking the "Quit" button (or Ctrl-Alt-Del) and asks whether you want to Shutdown, Restart or Hibernate? I ask because I wonder if there is any way to run that application from the command line?

command line under root control
shutdown or reboot

The selections on the Mint menu run scripts which execute and interface to the various commands available within the system that will perform the requested actions
