why do i see it in the update manager?

It's a chromium component that is a dependency of mint-meta-codecs. Nothing to worry about it should be there whether chromium full is installed or not.

There is nothing to fix. Something in your system is using this codec so it's good to update it.

You can remove it if you're not using any other chromium-based browsers.
