PC shutting down problem

I have a desktop with Mint 17.3, rosa XFCE on.
Since I attempted to do an upgrade, which I have another post for, I have to put in password to shut down the PC.

I checked in passwords that the locks, Defac, Login, Gno are unlocked

What else can I do?

It sounds like you might be logged on as root at TTYx and trying to log off as a regular user on TTYy.
That's the only situation I know of that could cause that in terminal. In GUI I have never heard of that problem so I don't know.
