Update Manager "debconf error"

Linux Mint 18.3 Cinnamon x64

I recently made a minor change (In synaptic preferences, I think? ) to keep the update dialogue window open when Update Manager is working.

A couple of times now I've noticed it opening with:
debconf: unable to initialise frontend: Dialog
debconf: (TERM is not set, so the dialogue frontend is not usable)
debconf: falling back to frontend: Readline
((sic) hand-typed as I can't copypasta from con: right now)

Update Manager is performing the updates alright, but obviously something isn't quite up to scratch and I'd like to resolve it if possible.

My question is: what is wrong, where do I start looking? /etc/debconf.conf doesn't look to be the right place... :roll:
